Bolivar Wastewater Project is terminated

waste0County Commissioner Ryan Dennard announced at a Community Meeting last week that the County has terminated the Bolivar Wastewater Project due to a change in the grant eligibility rules regarding the project. To be eligible for federal funding, the County would now have to assure 51% or more of the users of the system would be Low or Moderate income (LMI) per federal standards. Based on a County survey, only 15-20% of the users on the system would be LMI. In addition, the 51% LMI users would have to contractually agree to attach to the system. Per Commissioner Dennard, this is “physically impossible” because you cannot determine the exact dollar amount or the user rate of a system that would not go into construction until three years from now.

The County will convert the considerable work done to this point to a project to generate design documents and cost estimates for future use in the event alternative funding becomes available. “None of these requirements exist if County or State funds are used to pay for this project,” said Dennard.
